THE MONITOR

On May 12, 2021, the United States District Court for the Eastern District of Michigan appointed Neil M. Barofsky of Jenner & Block LLP as the independent Monitor of the UAW, pursuant to the Consent Decree entered into by the United States and the UAW in United States v. International Union, United Automobile, Aerospace, and Agricultural Implement Workers of America, No. 20-cv-13293 (E.D. Mich.).

The UAW Monitor is independent of, and does not represent, the UAW or any of its constituent entities. The Monitor reports only to the United States District Court for the Eastern District of Michigan.

The Monitor’s authority and duties are established by, and set forth in, the Consent Decree. The most recent version of the Consent Decree can be downloaded here.

The UAW Monitor’s website describes the Monitor’s duties, www.uawmonitor.com. The Monitor’s website hosts the Monitor’s reports and other important documents relating to the Monitorship, such as the Rules for the 2022 UAW International Officer Election and 2023 UAW International Officer Run-Off Election (see below).

2026 DIRECT ELECTION OF INTERNATIONAL OFFICERS

Pursuant to the Consent Decree, the Monitor is working with the UAW and other stakeholders to assess potential reforms and prepare rules for the 2026 UAW International Officer Election (“2026 Election”).  Once issued, the Official Rules for the 2026 Election (“2026 Election Rules”) will be posted on the Monitor’s website and here.  Until then, the Official Rules for the 2022 Election (“2022 Election Rules”) remain in effect and are available here [English] and here [Spanish].

The Supplemental Campaign Finance Rules and Supplemental Rule on Purchase and Distribution of Certain Branded Merchandise also remain in effect and are available here: Supplemental Campaign Finance Rules [issued on December 4, 2023]; and Supplemental Rule on Branded Merchandise [issued on November 20, 2025].

UAW members and prospective candidates should be aware of the below anticipated key dates for the 2026 Election.  This timeline will be updated as dates are finalized.

  • January 2026: The Convention Call letter was issued to all Local Union Officers and members.
  • June 2026: The Thirty-Ninth UAW Constitutional Convention will be held, during which Convention delegates will nominate Candidates to run for UAW International Office in the 2026 Election.
  • Late August 2026: The first formal mail distribution of mail-in ballots will be distributed to the electorate.
  • Early October 2026: Deadline for all ballots to be received by the designated U.S. Post Office or Postal Facility.
  • Early October 2026: Ballot tabulation and vote count (location TBD).

INFORMATION ON THE 2021 REFERENDUM, 2022 ELECTION, and 2023 RUN-OFF ELECTION

2021 Referendum: In 2021, pursuant to the Consent Decree, the Monitor, in consultation with the UAW, oversaw and administered a Referendum in which the UAW membership voted on whether to keep the then-current method for electing members to the IEB in which local union delegates to the UAW’s Constitutional Convention voted for IEB members or whether the method should be changed to a direct election by which each UAW member shall directly elect the members of the IEB (“2021 Referendum”).  As a result of the 2021 Referendum, the UAW adopted a direct voting system. 2022 Election: In 2022, pursuant to the 2021 Referendum, the Monitor, in consultation with the UAW, oversaw and administered the first-ever direct election of UAW International Officers (“2022 Election”).  More information regarding the 2022 Election is available here.

2023 Run-Off Election: In 2023, based on the unofficial results of the 2022 Election, the Monitor, in consultation with the UAW, oversaw and administered a run-off election (“2023 Run-Off Election”) for the following three offices: International President; one International Vice President; and Director of Region 9.
