Executive Board Policy Updates

UAW International Constitution, Article 12, Section 19 – Executive Board Meetings

Article 12, Section 19 of the UAW International Constitution allows the International Executive Board (IEB) to hold off-the-record discussions during board meetings, so long as no formal action is conducted during such off-the-record discussions. A recent PRB (Public Review Board) session was held and provided more context in regard to the IEB holding off-the-record discussions.

The following is an implemented policy for off-the-record discussions:

  • On June 9, 2021, UAW Ethics Officer Wilma Liebman made a recommendation to the IEB concerning the manner in which the IEB moves into “off-the-record” discussions under Article 12, Section 19. In particular, Liebman recommended that any such action be recorded as part of the meeting minutes and include the vote of each individual IEB member voting in favor (or opposition) of going into an “off-the-record” discussion. This recommendation was promptly considered and accepted by the UAW International Union and made a practice of the IEB as of June 10, 2021.

This policy is consistent with Officer Liebman’s recommendation and consistent with the IEB’s current practices.
